Ashbourne Stormwater Mitigation

Alexandrina Council has committed funds in the 2023-2024 Budget, funded through the Local Roads & Community Infrastructure Program, for the design and delivery of infrastructure which will improve stormwater management in Ashbourne.

To facilitate this project, civil surveying contractors from Andrew & Associates conducted a detailed survey in the Ashbourne and Bull Creek areas in November 2023.

Stormwater modelling is scheduled for the first quarter of 2024. This involves the use of a drone for LiDAR surveying. The surveying is expected to be completed by the end of March. LiDAR surveying is critical in understanding how water moves through the area and what infrastructure is needed to manage this.

The next stage involves the drawing of concept designs which is expected to be completed in May 2024. Followed by detailed construction drawings to be completed in August 2024.

The modelling and design process will assist Council in establishing what infrastructure solution is appropriate before Council considers going out to tender for construction by the end of the year.

McHarg Creek Bridge

Work on the McHarg Creek Bridge renewal is now complete. The renewal involved the remove the road surface material and replacement of the failing support timbers by installing new precast culvert panels. Once complete the road surface was reinstated and additional guard rails were installed.

Clayton Bay Foreshore

The proposed installation of a new carpark on Alexandrina Drive, and new post and rope fencing on Island View Drive, forming part of the Clayton Bay Foreshore Masterplan, have been placed on hold pending further consultation.

Further updates on these works will be provided in due course.

Beach Road Streetscape Revitalisation

The Beach Rd Streetscape project will aim to improve the road and roadside infrastructure to enhance the aesthetics and assist in functionality to improve safety for traffic and pedestrians.

Works may include new stormwater systems, designated street parking, street trees and garden beds, bike lanes and footpaths.

Concept designs are currently in progress.


Billabong Road and Bunyip Street Stormwater Upgrade

This project is aimed at improving stormwater infrastructure to control water pooling after rainfall events.

Works will include new below ground pipe networks, kerbing and footpaths.

Design has been finalised with tender release for construction works programmed for February 2024.

Langhorne Creek Discovery Trail

A Wine Trail Project has been under consideration for a number of years by the community and industry representatives. Since late 2020, Alexandrina Council has been working closely with the Langhorne Creek Grape and Wine Association (LHCGWA) to progress a project to provide infrastructure, amenity and opportunities to enable visitors and locals to experience the uniqueness and the rich history of the Langhorne Creek wine region.

The intent of the Langhorne Creek Discovery Trail is to create a fit-for-purpose trail that provides interesting, accessible and safe ways to enable visitors and locals to visit wineries, attractions, and parks by both foot and on bikes.

The project contains two major elements:

  • The delivery of physical infrastructure to support the hero element of the trail, a multi-use pathway providing a way for tourists to navigate a central 2.8km stretch safely and efficiently
  • The development of an outstanding tourism product that encapsulates the cellar doors, experiences, environment and history of the Langhorne Creek region.

A business case was presented to Council in February 2024. Following this, the project will be approaching ‘shovel ready’ status enabling grant funding opportunities through State and Federal Governments to be unlocked. Draft concept plans were endorsed for public consultation at the February 2024 General Council Meeting.

Middleton Pedestrian Crossings

Following years of advocating for safer pedestrian crossings in Middleton the State Government, Department of Infrastructure and Transport (DIT) agreed to fund two pedestrian crossings in Middleton with Council to undertake the project management to deliver the construction works.

The funding of $380,000 provided under the Inner and Middle Adelaide Cycling Improvement Program, will support Council to construct two pedestrian refuge crossings on Goolwa Road, Middleton, with kerb ramps, handrails on both sides of the road and a centre refuge. The project will also include upgrades to signage, street lighting and line marking.

Works commenced 5 February 2024 and concluded in early March 2024.

DIT has confirmed that additional funding may be considered in future funding rounds for an additional crossing in Middleton near the Middleton Arts and Crafts Community Centre.

Middleton Pedestrian Crossings

Mt Compass Recreation Park Public Toilet

This project includes the installation of a single cubicle toilet built to DDA standards located within the recreation park.

Design is currently being finalised with the construction tender to be released in February 2024.


Cleland Gully Road, Tooperang - Stormwater Infrastructure Repairs

The damaged stormwater infrastructure on Cleland Gully Road at Tooperang has been repaired. These works included excavating and repairing the pipe section, bitumen repair and works to the culvert.

Safety railing is scheduled to be installed by April 2024. Traffic controls will be in place for the duration of the safety railing installation.


Road Works - Nangkita Road, Nangkita

**road works delayed** Council has been advised by contractors that the road works for Nangkita Road have been delayed until after Easter (dates to be confirmed).

The works include spray sealing the road followed by line marking. During this time, one lane will be open and controlled by traffic management.

Horseshoe Bay Jetty

On-site work to remediate the historic jetty at Horseshoe Bay started in late February 2024 after Council’s contractors moved their specialist equipment to Port Elliot.

The jetty stairs are being prefabricated off-site and the specialist treated timber being used for the work has been sourced.

Council allocated funding for the jetty’s remediation in its 2023/24 budget.

In late February 2024 the State Government announced a contribution of $174,000 to repairs through its SA Jetties Renewal Program.

The State funding will allow Council to undertake additional work on the jetty to address structural issues identified as needing work in the next five to 10 years.

Fairfield Drive CWMS Pump Station, Strathalbyn

Works to upgrade the Community Wastewater Management Systems (CWMS) Pump Station near Fairfield Drive at Strathalbyn will begin on 6 September 2023. The works involve installing a new storage tank on site and are expected to take up to 10 weeks to complete.

Earthworks will be performed in the reserve area adjacent to the Angas River. No works will be performed within the river. All approvals and consents have been obtained. A Soil Erosion Drainage Management Plan will be implemented by the contractor. Site management plans are in place. A Water Affecting Activity Permit has been issued to Council by the Department for Environment and Water.

Pedestrian and cyclist access to the shared-use path by the Angas River will be maintained. Due to the nature of some construction work, there may be limited disruption, for short periods of time, over the 10-week period. The reserve area will be reinstated when works are complete.
