The Project

Council owned land at Lot 10 Langhorne Creek Road, Strathalbyn has been earmarked as a recreation precinct for many years. The process of preparing a plan for its development began in 2018 and a concept plan was prepared to inform a change to the zoning of the land enabling it to be developed for recreational purposes.

Council supported and further progressed the project in June 2021 by forming a Project Steering Group. The Project Steering Group currently comprises the Mayor, council member Cr Sue Miller and representatives from the following recreation and sporting groups, as interested parties for the site location:-

  • Strathalbyn and District Basketball Association
  • Strathalbyn Strikers Football Club
  • Eastern Fleurieu School
  • Strathalbyn Agricultural Society Inc.
  • Strathalbyn Model Aircraft Club
  • Strathalbyn Cricket Club
  • Strathalbyn Campdraft
  • Campervan and Motorhome Club of Australia (CMCA)

Progress

  • Early engagement and consultation with key stakeholders (as part of the Strathalbyn Township and Environs DPA, 2018) to develop the Concept Plan 2018 and Concept Plan Report
  • Establishment of the Project Steering Group 2021
  • Drop-in engagement session held 27 April 2022
  • Council workshop outlining preliminary findings and initial concept plan held 20 June 2022. Presentation available here.
  • 15 August 2022 - Council resolved to include the Strathalbyn Harness Racing Club as part of the Project Steering Group following a request from the club.
  • 19 December 2022 - Council resolved to continue the Lot 10 Langhorne Creek Road Project Steering Group until the conclusion of the 2026 Local Government Periodic Elections.
  • 7 February 2023 - Meeting of Lot 10 Langhorne Creek Project Steering Group.
  • In January 2023 - Council supported the preparation of a report to explore preparation of a comprehensive business case.
  • 20 March 2023 - Council resolved not to support the sale of the whole or portion of the land at Lot 10 Langhorne Creek Road, Strathalbyn to the Strathalbyn Harness Racing Club (SHRC).  Council acknowledged advice from the SHRC they be removed from the Lot 10 Project Steering Group.
  • 20 March 2023 - Council supported the preparation of an Infrastructure Investigation Report for Lot 10.
  • 16 May 2023 - Meeting of Lot 10 Langhorne Creek Project Steering Group.
  • August 2023 – SHRC made a further approach to investigate the purchase of a portion of Lot 10.  Council, at its meeting held on 21 August 2023, resolved to request a range of further information to inform the SHRC offer.
  • September 2023 – Council has engaged a Consultant to prepare a Business Case to investigate options for the development of Lot 10 as a recreation precinct.  The Business Case will assist all potential users of the land to determine feasibility, operating costs and will be a useful document when grant funding is sought.

What’s next?

Council will continue to work with the Lot 10 Project Steering Group and the SHRC to develop a Business Case, understand their requirements and to facilitate the future development of Lot 10.
