The bikeway is approximately 21.5km in length and the section under review and consideration for upgrade commences at Laffin Point, Goolwa North (intersection of Liverpool Road and Howell Street) and terminates at the Alexandrina Council boundary with the City of Victor Harbor at Seagull Avenue, Chiton. The proposed routes for Seagull Avenue are in alignment with the City of Victor Harbor’s bikeway review and feedback study. Alternative routes and locations to improve user safety are also being considered.

The public consultation is now complete, and we thank those that submitted feedback. Council endorsed the Encounter Bikeway Final Concept Report at a General Meeting in early 2024. The report is now available here

As of 2024, the estimated cost to upgrade the Bikeway to the preferred alignment identified from the Community Consultation, within the Alexandrina Council boundaries, is about $21 Million, with $16 Million as upgrade / expansion works and about $5 Million that can be undertaken through renewal.

A funding proposal to do detailed designs of the Encounter Bikeway upgrade will be considered during the 2024/25 Annual Business Plan and Budget process. If approved in the 2024/25 Annual Business Plan, the designs would enable Council to be “shovel ready” for improvements to the Bikeway if external funding became available.

Council will continue to consult with the City of Victor Harbour Council to coordinate alignment at the Council boundaries and any external funding opportunities for upgrading the Encounter Bikeway in its entirety.
