All Development Applications (DAs) must be lodged via the State Government's PlanSA ePlanning Portal.

The relevant authority for most Development Applications (DAs) will be the Fleurieu Regional Assessment Panel (FRAP), which is a regional authority that has been established by the Minister for Planning to determine DAs within both the Alexandrina Council and District Council of Yankalilla regions. While the relevant authority is FRAP, Council's Planning Department will continue to administer DAs on behalf of the FRAP.

Please note - changes to Energy efficiency and liveable housing provisions will come into effect in October 2023, read further details below.

Any applications that were lodged prior to Friday 19 March 2021 will continue to be assessed and processed in accordance with the Development Act 1993, Development Regulations 2006 and the Alexandrina Council Development Plan.

Energy efficiency and liveable housing provisions - Update

The National Construction Code of Australia (NCCA) 2022 was adopted in SA from 1 May 2023 except for the energy efficiency and liveable housing provisions. The energy efficiency and liveable housing provisions of NCCA 2022 will be adopted in SA from 1 October 2023. For further information https://plan.sa.gov.au/resources/building/building_code).

The energy efficiency provisions of NCCA 2019 will be in use for building consent assessment from 1 October 2024 (subject to changes by the State Government).

These planning code changes will affect class 9b early childhood centres, class 9b primary schools, bushfire construction requirements for certain class 9 buildings, and wet area provisions for class 2 and class 3 buildings, as well as several other changes as listed in the NCCA 2022.
