The Kerbside Waste Collection Policy – Exceptional Circumstance (EC) conditions aims to meet the needs of large families, those with children in nappies or those living with a medical condition which produces extra waste (incontinence products) by allowing on application, one additional 140L general waste bin-collected fortnightly – without charge.

  • Large Family - A large family is defined as a permanent residential dwelling in which 5 or more persons live for at least 5 nights per week on average.
  • Nappies - A permanent residential dwelling, where the use of disposable nappies results in the production of an extra volume of waste. There are nappy disposal systems which compress and store dirty nappies in a tube that store, odour free, approximately one week’s worth of nappies.
  • Special Medical Needs - A permanent residential dwelling, where an extra volume of waste is produced due to a resident’s medical condition. This does not include premises generating medical waste from a business, such as home massage, podiatry or similar.

*Households which meet two or more of the criteria listed above may apply for a total of two additional 140L general waste bins without charge, renewed annually.

General Conditions

  • Any EC bin application will need to be renewed for each financial year (to confirm eligibility, as the needs of residents may change).
  • Eligible EC applicants will be issued a yearly sticker to affix to the EC bin, which will confirm to waste collection drivers that the EC bin is eligible for collection.

Apply online by completing the Exceptional Circumstances Service Application Form or alternatively apply in person at the Alexandrina Council Goolwa or Strathalbyn Office.

Service Renewal

Applications for this service are required to be submitted annually. To renew your service for the 2024/25 financial year, please complete the online Exceptional Circumstances Service Renewal Application form.
