Strathalbyn Town Centre Revitalisation

Funding Announcement - 23 March 2021

Council has secured $3.85 million grant funding from the State Government’s Local Government Infrastructure Partnership Program, which will assist the completion of all eight stages of the revitalisation project.

Alexandrina Council and the Strathalbyn community are committed to revitalising the Town Centre and have worked together to develop an integrated Master Plan with eight distinct stages.

With Stages one and two underway, the further $7.7 million investment incorporates $3.85M from the State Government’s Local Government Infrastructure Partnership Program and Council’s $3.85M contribution to complete the remaining stages of the Town Centre Revitalisation Project including:

*            Stage 3 - Upgrade High Street Precinct

*            Stage 4 - Upgrade Dawson Street Precinct

*            Stage 5 - Upgrade Swale Street Link

*            Stage 6 - Upgrade Albyn Terrace Precinct

*            Stage 7 – Create Town Centre Tourism Parking

*            Stage 8 - Upgrade of the Strathalbyn Town Hall.

Project Background and Master  Plan

Alexandrina Council and the Strathalbyn community are committed to revitalising the Town Centre and have worked together to develop an integrated Master Plan with eight distinct stages.

These eight stages will revitalise a wealth of the Town Centre's most popular areas to provide new plantings, trees, furniture and attractive landscaping with a vision of harmonising the town’s infrastructure, promoting a sense of place and providing ample wayfinding for visitors.

Stage 1 - Works underway

Works continue at Sunter Street and Albyn Tce Strathalbyn with the second element of this project underway creating a new garden bed, bike stands and pram ramp along Albyn Tce with new parking allocations, kerbing and the installation of new stormwater and footpaths.

The final element of this stage will deliver a landscaped open space area along Albyn Tce with a new stone wall, footpath, irrigated lawn area and lighting around the United Church.

We are on schedule to complete this Stage by the end of March 2021.

The Albyn Terrace streetscape elements will re-align the three-way intersection between Sunter Street, Albyn Terrace, and Rankine Street incorporating street trees, garden beds, water sensitive urban design, plus feature paving area with seating that will provide a meeting and resting point for visitors to the town as well as people exploring the various trails in the area. Stage 2 – Works to commence week beginning 6 April 2021

Stage 2 works on Commercial Road / Albyn Terrace intersection will commence week beginning 6 April 2021. The first phase will commence on the east side of the junction, with the works moving to the west side in early May.  Traffic Management will be required to ensure a flow of traffic within the works that is safe for road users and construction staff, traffic will be one way northbound only for the duration of the works.

Stage 2 completion is anticipated as 30 June 2021.

Stage 6 - Funding secured

Council has also received Australian Government funding through the Local Roads and Community Infrastructure Program (LRCI Program); to undertake streetscape and public realm improvements at the intersection of Albyn Terrace and Dawson Street in Stage 6 of the Strathalbyn Traffic, Parking and Streetscape Plan for that funding.

The funding makes way for Stage 6 works to be brought forward, with efficiency benefits expected from the continuation of works from Stage 1.

The progress of this staged project is earlier than anticipated and will see substantial community benefit by creating shared areas to adjacent shops as well as leveraging foot-traffic to local businesses from the historical Soldiers Memorial Gardens.

This is another exciting announcement for Strathalbyn as we continue to help deliver a revitalised Strathalbyn town centre that will transform parts of the current road network space into usable, safe and landscaped public spaces.
